Chief Public Health Officer **NEW

1.    In collaboration with the CEO, assures that the business of ECDHD is conducted in a professional manner including; ensuring compliance/conformity with state statutes, federal and state oversight agencies such as USDA, WIC, and EDN programs.
2.    Responsible for leading Public Health Accreditation (PHAB) efforts and ensuring that ECDHD staff are knowledgeable about PHAB.
3.    Provides leadership, vision, and direction in planning programs and services at ECDHD.
4.    Prepares biannual county specific reports for each of the county’s elected officials that ECDHD serves.
5.    Presents a verbal and/or written report out on public health activities in each county served.
6.    Responsible for cultural and health literacy competency within the departments assigned. This includes creating the biannual CLAS report for the agency.
7.    Maintains a positive customer service environment for ECDHD and assures that all clients are treated with respect no matter their ability to pay.
8.    Promote agency programs and philosophy among supervised staff.
9.    Recruits, hires, trains, supervises, and evaluates new ECDHD coordinators and staff as direct by the organizational chart.
10.    Assists coordinators in recruiting, hiring, training, and supervision of their program staff as needed.
11.    Participates in the agency’s MAPP and strategic planning processes, is responsible for MAPP implementation in the health district and engages with the leads of each CHIP group on at least a yearly basis to ensure up-to-date CHIP strategic plans are received for reporting purposes.

12.    Review and apply for funding applications/grants that support the agency’s mission, strategic plan or Community Health Improvement Plans.
13.    Oversees the timely completion of all departmental required reports and deliverables to funders to maintain agency integrity.
14.    Maintain communication with all direct report staff through use of group and individual meetings.
15.    Oversees and updates the balanced scorecard system for reviewing, analyzing, and evaluating progress with ECDHD program goals and operations as directed by CEO.
16.    Assumes oversight for OSHA and HIPAA compliance within the ECDHD programs under leadership and communicates the requirements to staff.
17.    Oversees the financial success of all programs under supervision of direct reports, working with program coordinators to assure that their budgets will balance.
18.    Notifies CEO of any program area in which a budget shortfall may occur.
19.    Maintains and updates performance measures on a quarterly basis for the departments and programs under supervision.
20.    All other duties assigned.

EDUCATION

Bachelor’s Degree in Public Health or related field required.

Master’s Degree in Public Health or related field preferred. 

REQUIRED SKILLS

•    Three to five years of experience in Public Health
•    Experience in planning and organizing program development and evaluation in public health
•    Knowledge and experience in personnel management
•    Excellent verbal and written communication skills.
•    Ability to work well with individuals of diverse socioeconomic, cultural, and intellectual backgrounds.

PREFERRED SKILLS

•    Thorough knowledge of the 10 Essential Services of Public Health and a commitment to the philosophy and mission of ECDHD
•    Bi-lingual in Spanish preferred.

SUPERVISION: 
The Chief Public Health Officer supervises East Central District Health Department project coordinators and other department staff.
